Comparative Analysis of Decentralization Reforms in Post-Soviet States

Abstract

This article provides a comparative analysis of decentralization reforms in post-Soviet states, focusing on their impact on local governance and public service delivery. The study uses a mix-methods approach, analyzing both quantitative data and qualitative case studies from countries like Ukraine, Georgia, and Moldova. Results indicate that successful decentralization reforms require not only policy changes but also cultural shifts in governance. The role of international organizations in supporting these reforms is also examined.
