Abstract

This paper delves into the ethical considerations surrounding the implementation of artificial intelligence in the public sector. Through case studies in Estonia, South Korea, and Canada, the research examines the implications of AI-driven decision-making on public trust, privacy, and accountability. It provides a framework for assessing ethical risks and offers guidelines for developing AI policies that align with democratic values. The study argues for transparent AI governance structures that include stakeholder participation to mitigate potential biases and ethical dilemmas. Recommendations focus on fostering global cooperation to address the ethical challenges of AI in public administration.
