Abstract

This article conducts a comparative analysis of how different countries balanced civil liberties and public health measures during the COVID-19 pandemic. By studying the legal responses in the United States, Italy, and New Zealand, the article identifies key aspects where civil liberties were most compromised and the effectiveness of various legal strategies. It also examines the role of judicial oversight in ensuring that emergency powers were not abused, providing insights into developing resilient legal frameworks for future pandemics.
